Could Apple Announce a Safari Extension API at WWDC?

Daring Fireball's John Gruber hints that Apple could possibly announce an extension API for Safari at WWDC.
In an article about Chrome's new stable release for Mac, Gruber rightfully complains that Safari doesn't automatically remember open tabs from your last session. He also mentions that Safari is missing a extension API and questionably hints that it could be announced at WWDC.
The other big thing thats missing (compared to both Chrome and Firefox) is a proper extension API. If only Apple had an imminent developer conference where they could unveil such a thing.
