WhatsApp has been updated with the ability to search for animated GIFs. This comes right after the app was update with support for animated GIFs a few days ago.

Just tap the GIF toggle after picking a video. (requires iPhone 6s or iPhone 7) • Send Live Photos as animated GIFs. Just 3D Touch any live photo from Attach — Photo/Video Library and choose "Select as GIF."
You can download WhatsApp Messenger from the App Store for free.
I've found that you can use apps like Giphy and export GIFs from it straight to WhatsApp. I think earlier in WhatsApp would send the GIF as a picture, whereas now the GIF imported from Giphy works as supposed to.
