These are instructions on how to block a number from calling or messaging your iPhone. Follow these steps to black list a contact and block their voice calls, FaceTime calls, SMS, MMS, and iMessages.
Step One Tap to launch Settings from your Springboard.
Step Two Choose Phone from the Settings menu.
Step Three Select Blocked from the Phone menu.
Step Four Tap the Add New... button.
Step Five Choose the contact you would like to block from your contacts list
Step Six You'll notice that all the contact's various numbers and addresses are added to the blocked list. You can tap the Edit button at the top right to modify the list and only block the numbers you want.
Step Seven You can also block a contact via the Phone application. Return to the Springboard and launch the Phone app.
Tap the Contacts tab at the bottom and then select the contact you'd like to block. Notice there's a button that lets you 'Block this Caller' or 'Unblock this Caller'.
Step Eight You can also go the Recents tab, and tap the i button to the right of a call log. Here again you will find a button that lets you 'Block this Caller' or 'Unblock this Caller'.
**If you plan on block a contact that uses iMessage, make sure their email address is in their contact information otherwise you may still get messages and FaceTime calls from that address.

TPS is a database for those wanting to opt out of telemarketing, it is a code of conduct agreement between the regulator and the telemarketing industry; hence its ineffectual use for some people.
Social regulations regarding use of the telephone network are upheld by Ofcom, the UK regulators have always shyed away from the old black listing regulations applied by countries such as Germany, although pre EU harmonisation there was a UK regulation for repeat dialling to the same number.
Ofcom request telemarketing companies to observe both TPS and the ability for a customer to identify the telemarketer by use of a callback number.
Any complaints submitted to Ofcom where TPS is ignored will result in a stiffer fine.
Ofcom cannot regulate on operators and networks outside of UK borders. To make matters worse Indian callcenters offering International services only (I.e customer support in US and Europe) are exempt from Indian regulations, meaning they are placed in a loosely regulated no man's land.
TPS can never be the be and end all for those reasons.
You can't block a number without caller id,set a silent ring as default and vibrate off and set all your contacts a unique ring tone and vibrate on. In the UK we have TPS which a mostly effective way of dealing with telemarketing calls unless they originate outside of the UK. You might want to look for that system where you live and register with it.
This is a definitely one of the many good points of IOS that I miss, I didn't care that my ex could leave a message as the provider deleted unlistened to messages after 7 days. With an Android (kit kat) I have to get an app that is hit and miss; and choc a bloc with advertising.
