Google has released an update to its Google Voice app for iPhone that brings an updated user interface.
Features: ● Access your Google Voice account right from your iPhone, iPad and iPod Touch. ● Send free text messages to US phones and make international calls at very low rates. ● Access your voicemail messages with transcription. ● Make calls with your Google Voice number. ● A free Google Voice account is required to use this app. ● Google Voice is currently only available in the US. ● When using Google Voice for iPhone, both domestic and international calls are placed through a US-based Google Voice access number, and will use the standard minutes from your cell phone plan.

Google Voice never had the ability to make wifi calls. Only Google Hangouts does that. Making calls on Google Voice makes Google call your cell phone so that Google can make your call. Which is why the service uses the voice minutes on your cell phone plan.
