Apple Doesn't Have iAd Minimums for iPhone, Just iPad?

Yesterday, it was reported by the WSJ that Apple dropped the minimum iAd buy to $400,000; however, a BusinessInsider source is now saying that Apple does not require minimum buys for the iPhone and iPod touch.
Apple hasn't had a minimum commitment to buy ads for the iPhone or iPod Touch for at least a year now. You can buy iAds for those devices at a normal price, ~$20,000-$25,000 per month, with low CPMs says our source. These campaigns are comparable to AdMob and Millennial. iAds for the iPad, however, are still expensive. And Apple is struggling because of it. The iPad iAds have high minimum spending and high CPMs.
While their source didn't specify what the minimum buy for an iAd campaign was, it's likely the $400,000 number referenced by the WSJ.
