Apple Opens Apple Developer Program?

Developers are receiving emails stating that they have been accepted into the iPhone Developer Program
At WWDC Steve Jobs indicated that out of 25,000 applicants only 4,000 had been accepted. It seems that Apple may be taking the Apple Developer Program out of Beta and accepting developers on a larger scale.
