Why Aren't My iCloud Notes Showing on My New iPhone?

I just set up a new iPhone with help from my previous device, but none of my iCloud notes are showing up, despite being logged into my Apple account and having note sync turned on.

Apple's steps to resolve the issue are as follows:
If your iCloud notes aren't appearing on your iPhone, iPad, or Apple Vision Pro, follow these steps.
1. Open the Settings app and tap your name.
2. Tap iCloud, then tap Notes.
3. Make sure Sync this [device] is on, then check the Notes app.
4. If you still don't see your notes, restart your iPhone, iPad, or Apple Vision Pro. After restarting, check your settings again.
These steps didn't work for us, but here's what did...
1. Open the Settings app and tap your name.
2. Tap iCloud, then tap Notes.
3. Toggle 'Sync this iPhone' to the OFF position.
4. Restart your iPhone
5. Go back to Settings > Your Name > iCloud > Notes and toggle the 'Sync this iPhone' switch back to the ON position.
