Nop, google voice can work from anywhere in te world where you have an Internet connection, but you will only be able to make free calls to the US!.... (In order to do that you will also need a service like gizmo5)
If you have the "A list" from AT&T on your account, you can add your google voice number to your "A list numbers", then you can make and receive unlimited (free) calls with google voice!!
Don't see any reason, though, to use this ad supported or subscription based service when google voice has it's own free and excellent html5 webaplication.
