Steve Jobs has responded to a customers email asking why the iPhone 3G didn't get wallpaper backgrounds on the homescreen.
----- “Hey Steve! I just upgraded my iPhone 3G to iOS 4 and was really looking forward to setting a background on my home screen. Guess that’s not happening, but I’d like to know why.
See, I get why you don’t include multitasking. My iPhone gets pretty hot when certain apps run, couldn’t imagine how multitasking would fry my phone.
But the background thing, I don’t see how that would be memory intensive and/or battery draining. It doesn’t seem like that feature needs to be exclusive to the 3GS and 4G." -----

Steve has a vested interest in making the older iPhones less desirable than the new ones. He is hoping that by limiting functionality, more of us will throw our 2G and 3G &GS in the trash and run out to stand in line to buy a new 4G.
completely true. it looks really slow and choppy. I'm considering editing the plist on my iPhone 4 to turn it off, maybe save myself some memory. I'm sure I could use the speed somewhere else.
