How do I jailbreak/unlock 3G phone without valid sim card?

I got an Iphone 3g as a hand me down from a cousin. Since its from another country, it does not accept any of the sim cards here. I've followed the redsn0w/ultrasn0w method for 4.2.1 (He had updated it to the same) but everytime I try it, redsn0w crashes. Do I still try redsn0w? If so,which version? Also, can I access Cydia without any sim card post jailbreak? I am using Windows XP SP3 as OS.

The Sim card really shouldn't matter, since the jailbreak doesn't access any of the information on the card (the Sim card only holds information specific to your mobile carrier).
I'd guess there's something else going on. If redsn0w doesn't work, I'd try absinthe (which I prefer anyway). But check your iOS version and baseband. If you've upgraded to iOS 6 it won't work, and if you have anything other than iOS 5.1.1 Apple won't authorize it (which is required). What's worse, if you haven't already loaded 5.1.1, you won't be able to now!
If any of those apply to you, I'd simply sit on your hands until someone finishes jailbreaking iOS 6. There's one version available now, but it only works on 3gs and 4 phones.
Finally, remember that the phone MUST communicate with Apple for it to work (the phone, NOT the jailbreak), so make sure you're in range of a wireless network when you try it.
