How do you get past the Apple Activation lock if you dont know who the previous owner of the iPhone 5s is?

How do you get past the Apple Activation lock if you dont know who the previous owner is and cant find out the previous owners password no matter what, is there a way to by pass that whether it be a free procedure or whether it costs money and will have to have a credit card to purchase the solution, I want it. But is it possible to bypass at all? Its an iPhone 5s and Im with TELUS if that makes a difference and it's a 16gb iPhone.
