Cellular data issue after PANGU

After PANGU jailbreak on iPhone 5c when I want to choose which apps use cellular data it does not stay off. I turn it off then it goes back on.

I had the same problem. Found a solution at

I've used iFile instead without backup, changed the database to "0" and reboot. Everything is disabled now in Cellular Data except Cydia. Still looking for this switch, since everything I change now don't stay changed. At least I've turned off those that bothered me.
