Unlock hacktivate 3GS new boot rom 6.1.3

Hello,
I need help with a locked 6.1.3 Iphone 3GS, new boot rom, Baseband 5.16.00
I need to activate it and install the jailbreak (ok even if untethered).
No SHSH Blobs available
When creating custom IPSW with sn0wbreeze, the iphone is stuck on apple logo after boot.
It only boots regularly if I flash the original 6.1.3 ipsw
Help please!
