Apple Announces Mini Apps Partner Program With 15% Commission Rate

Apple has launched a new Mini Apps Partner Program that gives developers a reduced 15% commission when their apps host mini apps created by third parties. The initiative aims to encourage more of these lightweight HTML5- and JavaScript-based experiences on the App Store while keeping the purchase flow and user experience consistent.
To be eligible, developers must distribute their host app on both iOS and iPadOS. The app must support several key App Store technologies, including Apple's In-App Purchase system, the Advanced Commerce API, and the Declared Age Range API to help ensure age-appropriate content. Apps must also implement the Send Consumption Information endpoint in the App Store Server API, which helps improve the refund process.
All hosted mini apps must comply with Apple's App Review Guidelines — specifically guideline 4.7 — and the Apple Developer Program License Agreement. Developers must provide a manifest, required under guideline 4.7.4, that includes metadata for every hosted mini app. They must also supply metadata identifying all in-app purchases so users understand what they're buying and so Apple can correctly apply the 15% commission.
Qualifying in-app purchases are defined as digital goods or services sold within a mini app that is not controlled by the host developer. The reduced rate applies to consumables, non-consumables, and both auto-renewing and non-renewing subscriptions, all of which must be managed through the Advanced Commerce API. Apple notes that purchases shared across multiple mini apps do not qualify. Developers already participating in other programs, such as the App Store Small Business Program, remain eligible.
Account Holders in the Apple Developer Program can apply by submitting a request form. If approved, they'll receive setup instructions to configure their host app and mini apps. Additional mini apps can be added later by updating the manifest as part of the App Review process.
