There's a new toggle in iOS 13.6 beta 2 that lets users disable automatic downloading of iOS updates.
Currently, iOS 13.5.1 has a single automatic updates toggle.
Automatic Updates - Automatically install software updates overnight after they have been downloaded. You will receive a notification before updates are installed. Your iPhone must be charging and connected to Wi-Fi to complete the update.
In the new beta, there are two toggles to control automatic updates.
Download iOS Updates - iPhone will automatically download updates over Wi-Fi.
Install iOS Updates - Automatically install software over night after they have been downloaded. You will receive a notification before updates are installed. Your iPhone must be charging and connected to Wi-Fi to complete the update.
