AT&T has just gone live with Wi-Fi Calling for iPhone users following an FCC exemption granted earlier this week.
Wi-Fi Calling lets you make and receive calls over Wi-Fi when your cellular service is poor.
You can enable the feature from Settings -> Phone menu.
