Apple today released 'iOS 6.1 Beta 5'; however, developers have noted that the build is actually not a beta.

Interesting thing about the iOS 6.1 Beta 5 release is that it has the build ID of a final, not that of a beta.
His comments were followed up on by winocm:
Looks like iOS 6.1b5 isn't a beta, it activates without developer registration and has no ReleaseType lockdown keys.
MuscleNerd, another popular hacker, revealed that it's actually a publicly releaseable build.
Despite the odd beta naming, as @winocm discovered, this is actually releaseable as public 6.1 at Apple's will. Good! Home stretch....
