The iPhone Dev-Team has begun external testing of an iOS 4.3.1 compatible version of UltraSn0w. Barring any issues, release will be tonight.

This release will only be for basebands previously unlockable; however, it will bring important fixes including a fix for the signal bar issue.
MuscleNerd also had some comments on a potential unlock path for iPhone 3GS users which would have them update to the 6.15 baseband then downgrade to an unlockable baseband.
for those at 05.14, 05.15 or 05.16 I really don't see an unlock coming. Rather, it'll be: update to 06.15, then down to 05.13
(because the downgrade from 06.15 goal is much higher priority than explicit 05.14,05.15, or 05.16 unlock. Achieves same.)
