Apple is widely rumored to be working on a lower cost version of the iPhone. Here's a mockup that shows what an 'iPhone mini' would look like if it kept the iPhone 5 design but dropped the screen size back down to 3.5 inches.
A recent report from KGI Securities analyst Ming-Chi Kuo has Apple updating its iPhone lineup in 3Q13.
pretty much theres iphone 4 conversion kit to make it look like iphone 5 and thats all this is........ there is a way to always get cheaper iphone and that is to BUY THE OLD ONES THAT ARE STILL IN STOCK!
Remember what Phil Schiller says?They will use the latest technology available for the new products,If this is not A6x chip and Not Retina display,then Apple is a liar,and Apple will get ready for Reputation loss.
Apple won't make any affordable phones..They would have done this long time ago with laptop, PC and so on...Apple is not made with inferior hardware like others I don't have to mention.
Thats a very good strategy making it affordable, reaching out those in the middle class. :P:) and it would be better too, if with different choice of colors. Let say ~ Yellow, Pink, Blue and Gold. ;)

i don't know whats wrong with plastic my first 3 iPhones where plastic and the signal is was way better till the iPhone 4 which i think is the most beautiful iPhone ever made but bad signal and easy to break.
Where will Apple get all these 3.5 inch screens? has there been recent orders placed? perhaps Apple will be recycling refurbished, iPod Touch 3rd and 4th Generation screens to met the quota? LOL ;)
Why wouldn't people just get an iPhone 4 then? Sure, it won't have turn-by-turn navigation, Siri, or the dual core processor, but if it's a cheap iPhone, why does that matter? The iPhone 4 8GB is free with a 2 year contract with at least 3 major carriers in the U.S., and comes in 8, 16, 32, or 64GB of storage. And, if one wants to jailbreak the phone, the Limera1n exploit works on all A4 devices on any firmware.
