Apple may support FaceTime over 3G in iOS 5 according to an alert found in the first beta.
When accessing the FaceTime settings menu without having a network connection, Apple informs you that you must turn on cellular data or Wi-Fi to use FaceTime.
FaceTime Unavailable
Turn on cellular data or use Wi-Fi to use FaceTime.
It's thought that if Apple does enable FaceTime over 3G that carriers will still have the option to enable or disable the feature as they do with tethering.
