Saurik and limneos have updated the UIKit Tools package to resolve an issue where app icons wouldn't appear on the Springboard after being installed by Cydia.
What's New In This Version: Version 1.1.9 now supports iOS 8!
This fixes the issue where icons did not always show up on SpringBoard if they had been installed by packages.
This to @limneos for this update!
(UIKitTools continues to be compatible with all previous versions of iOS ;P.)
You can install the update from the Changes tab in Cydia.

This 'fix' doesn't fix anything. I still can't install most Cydia apps (the few I can add, won't run). It says they're installed, but they don't show up on the Springboard and the phone won't recognize them.
This fix shouldn't affect the normal installation of apps via the appstore. If you can no longer install normal apps, then you may have to restore your phone and start again, as I wouldn't know what's wrong.
Instead, the problem here is that, without a new version of appsynch, Cydia can't add new apps (separate programs, rather than system additions) and they also can't be added via iTunes.
