Apple has just released the first iOS 8 Beta to developers for download and testing.
Developers can get the update by signing into the iOS Dev Center. The dmg for the iPhone 5s weighs in at about 1.8GB!
You read about the announced features here. We're also about to dive into iOS 8 ourselves, please follow iClarified on Twitter, Facebook, or RSS for updates on what we find.
Just so you know, iOS 8 installs and runs fine if you're not a dev and downloaded the ipsw. BUT!!! After a restart, your phone will be stuck and tell you your UDID is not associated to a dev account and you'll have to restore to IOS 7.1.1

If your talking about the iOS 8 beta yes you can go back to iOS 7. But Apple only allows this till the official public release of iOS 8 then you can not go back to iOS 7 no more.
On the dev Center it says "Devices updated to iOS 8 beta can not be restored to earlier versions of iOS. Only registered development devices will be able to upgrade to future beta releases and the final iOS software"
