It's currently possible update to iOS 7 without having your iPhone's UDID registered in a developer account.
We were first alerted to this by iClarified reader Will Peterson who performed the update on two iPhone 5s. We have tested and confirmed it working on the iPhone 4S, a brand new iPhone 5, and an additional iPhone 5.
To perform the update you must get a hold of the iOS 7 ipsw, press and hold the Option key (Shift for Windows) and click Update in iTunes. Select the iOS 7 ipsw from the popup window to install.
It's unclear why this is working. Only iPhone devices registered by developers are supposed to be able to install beta firmware. Perhaps Apple took down this check since its servers are being flooded at the moment.

Warning: - Do not do this if you want to retain your jailbreak. You will not be able to get it back. - Do not do this if you need hacktivation. You will not be able to hacktivate. - Do not do this if you want to downgrade back to iOS 6. You will not be able to. Update: We tried to downgrade and it worked!
Notes: - You MUST use the update button NOT the restore button. - Users are reporting better success when updating from iOS 6.1.3 then earlier versions. - Make sure your device is activated before clicking update.

I bought this phone from somebody, after i restored
it....it is stuck on the activation screen and asking for the other
person's apple id. I lost the number for the other guy whom i bought it
from....but this phone is not stolen or lost...phone has clean IMEI.

If I have the iOS 7 now, when the official update comes out, will I be able to update it to whatever comes out or will it mess up my phone? I believe I have the iOS 7 Beta 5 right now and haven't updated it to the current one so if I wait till the 18th is it going to totally screw up my phone?

I put my iPad 2 (6.1) into DFU mode, restore with option+cmd and it worked first try.

i have updated my iphone 4s right from my phone on the last two betas with no problems at all. im not a developer, and i havent bought into buying one either. just so people know it can be done with no problems.

The developer area is down for maintenance. You can still downgrade to iOS 6 by entering in DFU Mode.
